Establishment of
Environmentally and Economically Sustainable MSWM Systems
a)
Field teams
As a part of the
efforts to improve MSW Management System, GTZ enaged the Centre for Environment
Education (CEE) which had stationed a field team at Puri for undertaking
awareness and education programmes and working on establihsment of
environmentally and economically sustainable MSW Management systems.
b)
Demonstration Projects
The area served in
Puri is around Shree Jaganath Temple - from Singadwar to Market square to
Narendrakona; Chakratirtha road and Atharanala area and the Sea Beach area(i.e.
from Digabarini square to hotel Hans coco Palm, which is approximately 3km more
area.) This additional area has been allotted by the Puri Municipality to M/s
F.M.Welfare Club without the process of tendering.
Of the total 1138
beneficiaries under the project, there were 311 households, 442 commercial
establishments/ shops, 26 educational institutes/ offices, 215 hotes/lodges and
144 informal sector vendors. Employment has been provided to 29 workers of whom
20 are ragpickers and 2 are women. 22 Resident Welfare Associations and 7
partnerships have been formed at various levels in the city.
Source segregation
of waste is encouraged and 70% of the waste is successfully segregated at the
source itself. The total waste collected is 9-10quintal/day. On an average,
20kgs/day of non degradable waste is collected and sold to the kabariwalas for
Rs.60-70/day and the wet waste is transported to the vermi compost plant of the
Puri Municipality. The unutilized waste is transported to the landfill site 5km
away by tractor trolleys.

The NGO has opened
a separate account for collection charges and the proceedings from the sale of
non-degradable garbage. This account is operated only by members of the RWAs
that are part of the solid waste management program. The account is used for
disbursing the salaries of the employees and also for providing medical
facilities to them in case of injury during work. This has proved to be an
incentive for the workers and has also brought clarity in the workings of the
NGOs
The Municipality has also awarded contract to the NGO
management of bio-medical waste for the municipal hospital, activities for which
will commence from 1st
April 2008. The process of reuse/ recycling of waste is still to be fully
explored in Puri.
